Hadley Street is a short street north of Billerica Centre between Boston Road and the Concord River, running about 770 feet from Pershing Street west across Phiney Street to the river end of Stoney Drive, one row of house lots back from Boston Road and parallel to it. It is registered land. In 1917 the Suburban Land Company of Boston acquired the tract between Boston Road and the river and had it laid out in small lots by Clarence E. Carter, civil engineer. His "Subdivision of land shown on plan filed with Cert. of Title No. 185," dated September 1917, was filed in the Land Registration Office on September 20, 1923 and registered on October 10, 1923 as Land Court Plan 3024-G. On it Hadley Street is 40 feet wide, about 346 feet long from Pershing Street to Phiney Street and about 297 feet more from Phiney Street to Riverview Street, the riverside street that is now Stoney Drive, with lots 25 feet wide on both sides. The plan does not explain the name, and its origin was not found.
Building was slow, and the street became mostly commercial. The assessors date a shop building at 12 Hadley Street to about 1960, and Billerica Motor Parts advertised from Hadley Street in the high school yearbook of 1965. The annual town meeting of 1965 voted unanimously to rezone lots 164 to 195 of the 1917 plan, on Hadley, Phiney and Riverview Streets, from neighborhood residence to general business. The town graded the street in 1981 and 1982.
Hadley Street remains a private way. Riverview Street, from Hadley Street to Lombard Street, was accepted in 1978, but when an article submitted by petition to accept Hadley Street came before the annual fall town meeting of 1983, it was dismissed at the session of October 11, 1983 after the chairman of the Permanent Street Acceptance Committee "stated that there were no plans on file." In 2021 a new eight-inch water main was laid in Phiney Street from Boston Road to the existing main on Hadley Street, eliminating a dead-end main.
